Defines "address of legal residence" to include all information necessary to differentiate residences, including apartment, suite, lot, room, or dormitory room numbers or other identifiers.

Requires voter registration applications to include the applicant's address of legal residence with distinguishing information, but specifies that failure to provide such distinguishing details does not affect voting eligibility or ballot counting.

Mandates the Department of Highway Safety and Motor Vehicles compare applicant addresses against a database of valid street addresses and request verification if no match is found, but prohibits rejecting applications based on address verification failures.

Requires supervisors of elections to maintain a list of valid residential street addresses with distinguishing information and to make reasonable efforts to obtain such information from voter registration applications and coordinate with county 911 providers, property appraisers, and the U.S. Postal Service.

Takes effect July 1, 2016.
