Amends Florida Statute 415.1111 to allow facilities providing goods and services to vulnerable adults to bring civil actions against perpetrators of exploitation on behalf of those adults

Facilities must report alleged exploitation to law enforcement and obtain consent from the vulnerable adult, or if consent cannot be given, provide written notice to next of kin or legal representative and demonstrate the action is necessary for immediate health, safety, or welfare

Limits facility recovery to the value of debt owed for services provided plus reasonable attorney fees and costs; any excess recovery belongs to the vulnerable adult or their estate

Exempts nursing homes (licensed under part II of chapter 400) and assisted living facilities (licensed under part I of chapter 429) from vicarious liability for acts or omissions of employees, agents, or third parties under this section
