Requires covered service providers to furnish call location information to law enforcement agencies or public safety answering points upon request accompanied by a sworn written statement supporting probable cause for emergency situations or emergency service calls.

Prohibits governmental entities from bringing legal action against service providers or telecommunications carriers acting in good faith when furnishing call location information in compliance with this section.

Requires law enforcement agencies to obtain a court order within 48 hours of requesting call location information to verify probable cause existed at the time of the request.

Directs the Department of Law Enforcement to collect contact information from all covered service providers and distribute it to local law enforcement agencies and public safety answering points.
