Requires school districts to provide instruction to homebound or hospitalized K-12 students in accordance with state board rules.

State Board of Education must adopt rules establishing: eligibility criteria, procedures for determining student eligibility, appropriate instructional methods, and requirements for initiating services.

Students receiving treatment at children's specialty hospitals must receive educational instruction from the school district where the hospital is located until an agreement is reached with the student's home school district.

State department must develop a standard agreement for school districts to provide seamless educational instruction to students transitioning between districts while receiving hospital treatment.

School districts housing children's specialty hospitals must enter into agreements with those hospitals by August 15, 2016 establishing notification processes and timelines for determining eligibility and providing instruction.
