CS/CS/CS/HB 589 - Environmental Control Summary

• Repeals s. 373.245 regarding violations of consumptive use permit conditions.

• Revises water well contractor licensure examination eligibility by allowing proof of experience through letters from either a water well contractor or a water well inspector employed by a governmental agency.

• Exempts constructed clay settling areas from reclamation rate and financial responsibility requirements when their beneficial use has been extended.

• Authorizes use of land set-asides, land use modifications, constructed wetlands, and other water quality improvement projects in water quality credit trading to reduce nutrient loads into impaired surface waters.

• Establishes a solid waste landfill closure account within the Solid Waste Management Trust Fund to fund closing and long-term care of solid waste facilities through third-party contracts.

• Requires Florida registered professionals to certify that stormwater management systems for projects up to 10 acres will meet specified requirements before construction begins, with electronic self-certification submitted to the department or water management district within 30 days.

• Takes effect upon becoming law.
