Authorizes Medicaid reimbursement to health access settings for remediable dental hygiene tasks performed by licensed dental hygienists, in addition to services provided by licensed dentists.

Applies to children under age 21 receiving diagnostic, preventive, or corrective dental procedures, including orthodontia in severe cases.

Maintains prohibition on Medicaid reimbursement for dental services in mobile dental units, with four exceptions: Department of Health-owned/operated units, federally qualified health center units, units serving Medicaid recipients age 21+ at nursing facilities, and state-approved dental educational institution units.
