Adds "Lime Alert" as a new category of missing endangered person, defined as individuals meeting criteria for activation of the Lime Alert Plan established by the Department of Law Enforcement.

Grants civil liability immunity to law enforcement agencies, media representatives, communications service dealers, and other entities that record, report, transmit, display, or release Lime Alert information in good faith, with a presumption of good faith protection.

Specifies that only the law enforcement agency having jurisdiction over a case may request activation of a state Lime Alert from the Missing Endangered Persons Information Clearinghouse for missing persons suspected of meeting Lime Alert criteria.

Protects entities from liability even if technical errors occur or information is incomplete, provided the error or incompleteness originated from the requesting law enforcement agency.

Takes effect July 1, 2016.
