Requires all state agencies employing law enforcement officers, correctional officers, correctional probation officers, and firefighters to establish a voluntary first responder career development plan.

Plan must provide salary increases for officers and firefighters in good standing who achieve and maintain agency-determined levels of achievement exceeding minimum employment requirements.

Each state agency shall develop achievement levels and standards (through collective bargaining if applicable) with approved activities including postsecondary education, leadership training, and advanced training.

Limits the number of officers or firefighters qualifying for each achievement level to not exceed the number covered by the applicable bargaining unit in the agency.

Takes effect July 1, 2016.
