Adds new eligibility criteria effective October 1, 2016 for persons meeting criteria under Social Security Act section 1902(a)(10)(A)(i)(VIII) to qualify for mandatory Medicaid payments.

Authorizes the Agency for Health Care Administration to apply for and implement state plan amendments and federal waivers to implement the Medicaid managed care program without holding public meetings in each region.

Exempts Medicaid recipients eligible under the new criteria who qualify as "medically frail" from mandatory enrollment in managed care plans and allows voluntary participation.

Requires managed care plans providing coverage to persons eligible under the new criteria to establish alternative benefit plans in accordance with Social Security Act section 1937 and federal regulations.

Establishes a two-phase supplemental plan selection process for serving persons newly eligible under the new criteria, with existing plans given first right of refusal and notice of invitations to negotiate due by July 1, 2016.
