Authorizes parents to use the Florida Personal Learning Scholarship Accounts Program as a private educational choice option for students with qualifying disabilities.

Requires course syllabi for grades 6-12 students listing all instructional materials by title and identifying content with mature or adult material, with procedures for parents to object to specific materials.

Establishes controlled open enrollment allowing parents to enroll children in any Florida public school with available capacity beginning 2017-2018 school year, with preferences for siblings and resident students.

Requires school financial reports showing average per-student expenditures be provided to parents, along with school accountability and improvement rating information.

Expands school choice options to include CAPE digital tool certificates, CAPE industry certifications, and collegiate high school programs, and modifies the Credit Acceleration Program to allow high school credit through Advanced Placement Examinations in addition to standardized assessments.
