Creates section 455.2278, Florida Statutes to establish prohibited property insurance practices for licensees regulated by the Department of Business and Professional Regulation

Prohibits licensees from directly or indirectly offering, delivering, receiving, or accepting compensation, inducement, or reward for referrals of business involving property insurance proceeds

Prohibits licensees from interpreting, advising, or adjusting property insurance claims unless they hold an unencumbered public adjuster license, with exception allowing discussion of construction bids with property owners at usual and customary contract fees

Requires licensees to provide insureds with detailed and itemized good faith estimates of repair costs before executing repair agreements; estimate differences are not violations if caused by claim adjustment with insurer

Takes effect July 1, 2016
