Eliminates State Board of Education rulemaking authority for teacher assignments and clarifies liability insurance notification requirements for students in clinical field experiences.

Revises the Education Practices Commission membership from 25 to varying members including teachers, administrators, lay citizens, law enforcement officials, and allows appointment of up to 5 emeritus members; authorizes Commissioner of Education to issue letters of guidance when dismissing complaints with no probable cause.
