Creates section 944.73, Florida Statutes, establishing the State-Operated Institutions Inmate Welfare Trust Fund within the Department of Corrections.

Trust fund purpose is to benefit and provide welfare for inmates incarcerated in state-operated correctional facilities.

Moneys shall be deposited in and expenditures made from the trust fund according to section 945.215.

Trust fund terminates on July 1, 2020, unless terminated sooner, and must be reviewed before scheduled termination per section 215.3206(1) and (2).

Act takes effect contingent upon HB 755 or similar legislation being enacted in the same legislative session and becoming law, and requires a three-fifths vote of both houses of the Legislature.
