Creates section 252.359 of Florida Statutes directing the Division of Emergency Management to establish a statewide system facilitating transport and distribution of essentials during declared emergencies.

Defines "essentials" as goods consumed or used as a direct result of a declared emergency or to preserve, protect, or sustain life, health, safety, or economic well-being.

Requires the Division to develop a certification system for persons who routinely transport or distribute essentials, with certificates limited to 1 year duration and renewable if criteria are met.

Permits certified persons to enter or remain in curfew areas for transporting or distributing essentials and to exceed otherwise applicable hours of service limits during declared emergencies.

Allows law enforcement officers to specify permissible routes of ingress or egress for certified persons and exempts certified transporters from obtaining additional certifications.
