Establishes a Protective Injunction Electronic Filing Pilot Program within the Office of the State Courts Administrator, effective December 31, 2016, operating in three counties of varying population sizes selected in consultation with the Florida Coalition Against Domestic Violence.

Allows domestic violence victims to electronically file petitions for protective injunctions from remote locations including certified domestic violence centers, legal aid organizations, hospitals, police departments, and sheriffs' offices.

Permits petitioners to testify at final injunction hearings via secure, encrypted video teleconference from remote locations rather than appearing in person at the courthouse.

Requires clerks of court in pilot counties to submit annual reports to the Legislature by December 31 detailing electronic vs. paper filings, remote vs. in-person testimony numbers, implementation costs, and savings achieved.

Office of Program Policy Analysis and Government Accountability must submit an evaluation report by December 31, 2019, with the pilot program expiring June 30, 2020.
