Establishes a Driver License Reinstatement Days pilot program in Broward, Duval, Hillsborough, Miami-Dade, Orange, and Pinellas Counties, involving the Department of Highway Safety and Motor Vehicles, state attorneys, public defenders, courts, and community organizations.

Allows clerk of court to select one or more days for reinstatement events where eligible persons can have suspended licenses reinstated by paying the full reinstatement fee; clerk may compromise or waive other fees and costs.

Eligible applicants include those whose licenses were suspended for driving without a valid license, driving with a suspended license, failing to pay penalties, failing to appear in court for traffic violations, or failing to comply with traffic citation provisions.

Excludes from program eligibility those with suspensions for child support violations, DUI/drug offenses, incomplete required driver training courses, traffic-related felonies, habitual traffic offender status, or offenses committed outside participating counties.

Requires Department of Highway Safety and Motor Vehicles to report pilot program results to the Governor and Legislature by October 1, 2017, with recommendations on continuation, discontinuation, or expansion; program automatically repeals October 1, 2017.
