State universities, Florida College System institutions, career centers operated by school districts, and charter technical career centers must waive out-of-state fees for active duty members of the U.S. Armed Forces residing or stationed outside Florida.

Tuition and fees charged to qualifying active duty servicemembers may not exceed the amount charged to resident students.

Each eligible institution must annually report to the Board of Governors or State Board of Education the number and value of all fee waivers granted under this provision.

The Board of Governors and State Board of Education shall adopt regulations and rules to administer the out-of-state fee waiver program.

The act takes effect July 1, 2016.
