Requires the Division of Historical Resources to implement a program for discovering isolated historic and archaeological artifacts from sovereignty submerged lands (changing from permissive "may" to mandatory "shall")

Establishes a $100 annual permit fee and requires permitholders to report all discovered artifacts within 14 days, including maps of discovery locations and photographs

Prohibits use of excavation tools except trowels or hand-held implements to extract exposed artifacts from packed river or lake bottoms

Authorizes transfer of ownership rights for discovered artifacts to permitholders and requires the division to provide maps of excluded excavation areas

Establishes penalties for violations including administrative fines up to $1,000 and forfeiture of permits and ownership rights; effective July 1, 2016
