Requires the State Board of Education and Board of Governors to adopt rules removing restrictions on credit hours, course types, and course retake limits for students exempt from tuition under foster care and adoption provisions

Eligible students include those who were in Department of Children and Families custody at age 18, spent at least 6 months in custody after age 16 and were placed in guardianship, or were adopted from DCF after May 5, 1997

Exemption covers tuition, fees, and lab fees at workforce education programs, Florida College System institutions, and state universities until the student reaches age 28

Requires the Department of Education, Florida College System institutions, and state universities to post tuition exemption information on their websites

Financial aid officers must contact students who indicate potential eligibility on financial aid forms and provide advice about the exemption
