Amends section 25.221 to change language regarding Supreme Court books, records, and files from being "kept in the office of" the clerk to being "maintained by" the clerk and in the clerk's control as prescribed by the Supreme Court

Amends section 25.301 to add language that Supreme Court decisions and opinions shall be "maintained in the control of the clerk, as prescribed by the Supreme Court"

Transfers the headquarters of the Second Appellate District from Tampa, Hillsborough County to Lakeland, Polk County by amending section 35.05

Amends section 35.23 to require district court of appeal clerks to "have an office" at headquarters rather than to "keep his or her records" at headquarters

Amends section 35.24 to revise language regarding custody of district court of appeal books, records, and files to align with changes made to the Supreme Court provisions

Takes effect July 1, 2016
