Removes dental services as a minimum benefit requirement for Medicaid managed care plans effective March 1, 2019.

Requires the Office of Program Policy Analysis and Government Accountability to submit a comprehensive report to the Governor and Legislature by December 1, 2016, examining dental service effectiveness, provider participation, and state comparisons.

Authorizes the Legislature to use report findings to determine whether to include dental services as a minimum benefit in future plan procurements or provide dental benefits separately from managed medical assistance.

Requires the Agency for Health Care Administration to implement a statewide Medicaid prepaid dental health program for children and adults if the Legislature takes no action by July 1, 2017, with at least two licensed dental managed care providers and contracts for 5 years awarded through competitive procurement.

Establishes an enrollment start date no later than March 1, 2019, for the prepaid dental health program and authorizes the agency to seek state plan amendments or federal waivers as needed.
