Creates the Substance Abuse and Recovery Fraudulent Business Practices Pilot Project within the Office of the State Attorney for the Fifteenth Judicial Circuit (Palm Beach County) to combat fraudulent and unethical practices targeting individuals with substance use disorders

Establishes a 9-member advisory panel including representatives from the Department of Children and Families, Palm Beach County Sheriff, health insurance industry, substance abuse treatment industry, Florida Association of Recovery Residences, and local government officials

Requires the pilot project to identify fraudulent practices, collect data on unethical marketing by treatment providers and recovery residences, review adequacy of existing laws, and develop enforcement strategies

Advisory panel members serve without compensation and at the pleasure of the State Attorney, who chairs the panel and may terminate the project after its work is complete

Mandates annual progress reports to the Governor, President of the Senate, and Speaker of the House beginning October 1, 2016
