Revises the Central Florida Expressway Authority's governing body composition to consist of 9 members appointed by county chairs, the Orange County Mayor, the Governor, and the Mayor of Orlando.

Changes appointment requirements for county-appointed members to allow county commission members, chairs, or county mayors (previously required "must may be" a commission member or chair).

Specifies that Governor-appointed members serve 4-year terms ending December 31 of their final year of service, while county-appointed members serve 2-year terms.

Removes the provision requiring title to the former Orlando-Orange County Expressway System be transferred to the state upon completion of the lease-purchase agreement.

Effective date: July 1, 2016.
