Creates section 1003.07 of Florida Statutes to establish the "District School Board Educational Innovation and Home Rule Powers Act" allowing district school boards to voluntarily form home rule school districts.

Requires school boards adopting home rule status to adopt a rule conforming to statutory requirements and submit a copy to the Commissioner of Education within 10 days.

Exempts home rule school districts from chapters 1000-1013 of Florida Statutes, except for provisions related to student assessment, disabilities services, civil rights, health and safety, class size, compensation, workforce reductions, contracts, and performance evaluations.

Permits home rule school districts to use categorical and earmarked funds for purposes other than originally intended, as determined by the district school board.

Requires the superintendent of a home rule school district to submit an annual written report to the district school board within 60 days, followed by a public hearing and submission of the report to the Commissioner within 10 days after the hearing.
