CS/HB 835 Summary

• Enrollment in home education programs becomes a ministerial act by district school superintendents upon receipt of notice and can only be terminated under specific circumstances.

• School districts may provide exceptional student education services, career and technical courses, and access to industry certifications and assessments to home education students, with funding through the Florida Education Finance Program.

• Home education students enrolled in dual enrollment courses receive up to $80 annual reimbursement for instructional materials, subject to appropriation and postsecondary institution verification of enrollment.

• Dual enrollment students are exempt from technology fees; home education students cannot face stricter course limitations than other dual enrollment students and may qualify for dual enrollment without meeting standard grade point average requirements if they pass a common placement test.

• Appropriates $1 million in recurring funds for the 2016-2017 fiscal year to implement the home education program provisions; effective July 1, 2016.
