Authorizes land authorities to acquire real and personal property to reduce impacts on hurricane evacuation clearance times, in addition to existing purposes like environmental protection and public access.

Allows land authorities to contribute funds to the Department of Environmental Protection for land acquisition by the department.

Requires acquisitions or contributions meet three conditions: consistency with local land development regulations and comprehensive plans, location within a designated area of critical state concern (or formerly designated for at least 20 consecutive years), and no prior selection through other public land acquisition programs.

Permits land authorities to cooperate and enter into joint acquisition agreements with other public land acquisition programs to coordinate land acquisition and disposition.

Takes effect July 1, 2016.
