Repeals the civil penalty provision for vessel operators exceeding the 30 mph speed limit on the New River Canal and Florida Intracoastal Waterway in Broward County.

Maintains the 30 mph speed limit and "idle speed/no wake" or "slow down/minimum wake" restrictions in specified waterway areas.

Retains enforcement provisions for maximum wake limits (15 inches), sound level limits (80 dB at 50 feet), and other boating regulations as misdemeanor violations.

Repeals requirements for the Florida Marine Patrol and local governments to designate, provide, and erect waterway speed limit signs.

Takes effect upon becoming law.
