HB 917 - Officer Scott Pine Act

• Authorizes death benefits for surviving spouses and children of Special Risk Class members killed in the line of duty under the Florida Retirement System Investment Plan.

• Surviving spouses receive monthly benefits for their lifetime; unmarried children under 18 years old receive benefits until their 18th birthday.

• Transfers all member account accumulations to a survivor benefit account in the Florida Retirement System Trust Fund, with earnings credited annually.

• Benefits calculated under section 121.091(7)(d), effective the first day of the month following the member's death (or July 1, 2016 for deaths between July 1, 2013 and July 1, 2016).

• Increases employer contribution rates for Special Risk Class and Deferred Retirement Option Program members effective July 1, 2016 to fund the new benefits; requires State Board of Administration to maintain qualified tax status under Internal Revenue Code.
