Creates section 943.69, Florida Statutes, requiring law enforcement agencies to report to the Department of Law Enforcement within 24 hours when an officer's use of force results in a death.

Requires law enforcement agency heads to submit investigation results to the Department of Law Enforcement within 7 days after completing their own investigation of the lethal force incident.

Mandates the Department of Law Enforcement conduct an independent investigation into any use of force by a law enforcement officer that results in death.

Defines "law enforcement agency" as any agency or unit of government with authority to employ or appoint a law enforcement officer as defined in section 943.10.

Takes effect July 1, 2016.
