Licensees must display their concealed weapon or firearm license and proper identification when approached by a first responder as defined in s. 112.1815, and must state they are in possession of a concealed weapon or firearm upon demand.

Violation of the display requirement is reduced from a $1,000 fine to a $25 noncriminal violation, with licenses suspended or revoked upon a second or subsequent violation.

Firearm safety and training courses must include a minimum of 6 hours of certified firearm training and 6 hours of gun safety education to qualify for license issuance.

Firearms instructors must maintain records certifying they observed students safely handle and discharge firearms using live fire with actual firearms and ammunition as defined in statute, in the instructor's physical presence.

The act takes effect July 1, 2016.
