Creates the Tierra Verde Fire Control and Rescue District as an independent special district in Pinellas County to provide fire prevention and emergency rescue services, governed by a 5-member Board of Commissioners.

Establishes commissioner qualifications requiring district residency and voter registration, with 4-year terms (except initial seats 2 and 4 which have 2-year terms), elected at-large and nonpartisan.

Authorizes the district to levy ad valorem taxes up to 2.0 mills annually, impose non-ad valorem assessments, charge impact fees, and issue bonds for fire prevention and rescue operations.

Requires the district to enter into agreements with Pinellas County Emergency Medical Services Authority for automatic aid and first responder services, including cost recovery provisions for services to Fort DeSoto Park.

District creation is contingent upon voter approval through referendum held by December 30, 2031, requiring signatures of at least 10 percent of district electors to trigger the referendum; the act repeals automatically if referendum not approved by December 31, 2031.
