Amends the charter of the Downtown Development Authority (DDA) of Fort Lauderdale to add new residential property to the authority's boundaries, including detailed legal descriptions of multiple parcels totaling approximately 22.8328 acres.

Excludes residential units with active homestead exemptions from DDA taxation unless the property is not being used as a residence, as certified by the DDA Executive Director.

Requires majority voter approval in a referendum by DDA electors before the boundary expansion and new lands become effective, with separate ballot provisions for owners in the newly-added area.

Modifies budget and tax procedures to require the authority to comply with Florida's Truth in Millage rules and section 200.065, Florida Statutes, when adopting budgets and assessing ad valorem taxes capped at 1 mill.

Effective only upon approval by a majority of qualified DDA electors in a referendum to be held with the next Broward County election.
