Expands the territorial boundaries of the West Villages Improvement District in Sarasota County by adding six new parcels of land located in Sections 5, 6, 7, and 32 of Townships 39 and 40 South, Range 20 East

Requires a landowner referendum to be conducted by the district's board of supervisors within 60 days after the act's effective date to approve the boundary expansion

Referendum must be held on a one-acre, one-vote basis at the district's expense, with all landowners within both current and proposed expanded boundaries eligible to vote

Boundary expansion takes effect only if approved by a majority vote of the acreage cast in the referendum

Amends chapter 2004-456, Laws of Florida (as previously amended by chapter 2006-355) to add subsection (5) to Section 17 regarding territorial boundaries
