Reduces involuntary outpatient placement orders for mental health patients from 6 months to 90 days, and limits involuntary inpatient placement orders to 90 days (or 6 months only at state treatment facilities)

Reduces court-ordered involuntary substance abuse treatment from 90 days to 60 days, with automatic discharge unless renewal motion is filed

Expands professionals authorized to execute emergency admission certificates to include clinical psychologists, physician assistants, psychiatric nurses, advanced registered nurse practitioners, mental health counselors, marriage and family therapists, certified addiction professionals, and clinical social workers (not just physicians)

Prohibits courts from charging filing fees for involuntary assessment, stabilization, and treatment petitions for substance abuse cases

Requires the Agency for Health Care Administration to provide monthly copies of involuntary placement orders and related documents to the Department of Children and Families, effective July 1, 2016
