• Urges Congress to end all current and prohibit future interference by the U.S. Department of Education regarding state decisions on academic content standards.

• Calls for repeal and prohibition of compulsory federal legislation that interferes with Florida's authority over educational standards and materials through civil threats, sanctions, criminal penalties, or loss of federal funding.

• Demands prohibition of federal programs that incentivize states to adopt specific academic standards or require states to pass certain education legislation to maintain federal funding.

• Declares it is the Florida Legislature's duty to resist and overturn any interference by the U.S. Department of Education or Congress relating to Florida's academic standards and educational materials.

• Directs copies of the memorial be sent to the President, U.S. Senate President, U.S. House Speaker, and all members of Florida's congressional delegation.
