Establishes a solid waste landfill closure account within the Solid Waste Management Trust Fund to fund closing and long-term care of solid waste facilities, allowing the Department of Environmental Protection to contract with third parties for closure when facilities are abandoned or ordered closed

Limits waste tire abatement program funding to no more than 5% of the up to 37% allocated from the Trust Fund for waste tire and solid waste management grant programs

Expands eligibility for the small-county consolidated grant program from counties with populations under 100,000 to those under 110,000, with grants distributed equally for solid waste management, litter prevention, waste tire abatement, and recycling programs

Removes the separate waste tire grant program that previously distributed funds to all counties based on population thresholds

Takes effect July 1, 2016, with certain provisions effective upon becoming law
