School districts must add 7 special consideration points annually to the matrix of services score for deaf or hard of hearing children enrolled in auditory-oral education programs until the child is no longer enrolled or turns 7 years old, whichever occurs first.

Children are eligible for auditory-oral education grants until age 7 if enrolled in a program serving multiple counties, including rural and underserved areas.

Schools offering these grants must offer only auditory-oral education programs and have supervisors and faculty certified as listening and spoken language specialists.

Effective date is July 1, 2016.
