Removes restrictions from chapter 11050, Laws of Florida (1925) on city-owned lands along Memorial Causeway and the Downtown Waterfront District, allowing the filled uplands and downtown boat slip areas to be used for waterfront economic development rather than only public parks and recreation

Eliminates the prohibition on carnivals or shows on the subject lands and removes the reversion clause that would return the lands to the state if used inconsistently with the original 1925 restrictions

Clearwater has invested more than $12 million in its 126-slip downtown boat slip project following voter approval via referendum

Submerged lands not occupied by downtown boat slips remain subject to the original 1925 restrictions and subsequent laws (chapters 2007-312 and 2010-250)

Preserves all City of Clearwater Charter provisions requiring voter referendum for waterfront property use, including restrictions on sale, lease, or transfer of recreation and open-space land
