Department of Highway Safety and Motor Vehicles shall develop a Safe and Free Florida specialty license plate with "Florida" at the top and "End Human Trafficking" at the bottom.

Annual use fee of $25 shall be collected for the Safe and Free Florida license plates.

Department of Legal Affairs shall distribute plate fee proceeds, with up to 15 percent used for promotion and marketing of the plate.

Remaining funds shall be awarded as grants to nongovernmental organizations for services including material assistance, detoxification, prenatal/postnatal care, safe houses, counseling, and emergency legal advocacy for sexually abused, exploited, or trafficked victims.

Recipient organizations may not charge victims for services, use funds for administrative or capital expenditures, and must submit annual attestations to the Department of Legal Affairs by December 31.

Effective date is October 1, 2016.
