Amends section 119.12, Florida Statutes to modify attorney fees awards in civil actions for public records enforcement.

Changes the mandatory award of attorney fees ("shall") to discretionary ("may") when a court finds an agency unlawfully refused to permit inspection or copying of public records.

Requires the complainant to provide written notice of the public records request to the agency's custodian at least 5 business days before filing the civil action as a condition for potential fee awards.

Authorizes courts to award reasonable costs of enforcement, including reasonable attorney fees, against the responsible agency.

Takes effect July 1, 2016.
