Defines "utility" to include providers of electricity, natural gas, telecommunications, water, chilled water, reuse water, or wastewater.

Exempts from public records disclosure information related to security of information technology systems or industrial control technology systems of utilities owned or operated by local governments.

Covers security measures designed to protect utility networks, computers, programs, and data from attack, damage, or unauthorized access.

Applies retroactively to information held before, on, or after the effective date of the exemption.

Exemption subject to sunset review and automatically repeals on October 2, 2021, unless reenacted by the Legislature.
