Creates the State Technology Security Incident Trust Fund within the Agency for State Technology for prevention, mitigation, response to, and reporting of information technology security incidents

Fund receives deposits from service charges required to be paid by state agencies pursuant to section 282.0051(18)

Fund balances remaining at the end of each fiscal year shall remain in the fund and be available for carrying out the trust fund's purposes

Trust fund shall terminate on July 1, 2020, unless terminated sooner, and shall be reviewed before its scheduled termination according to section 215.3206(1) and (2)

Act takes effect contingent upon passage of HB 1033 or similar legislation in the same legislative session and requires a three-fifths vote of both houses of the Legislature
