Department of Education shall establish a 4-year REACH (Reigniting Education Achievement with Coordinated Help) Program beginning in 2016-2017 in 3-5 lowest-performing traditional public schools with high percentages of low-income, at-risk students.

Program funding capped at $900,000 for the initial year and each subsequent year unless increased by legislative action.

Program operates as a public-private partnership providing wrap-around services including tutoring, after-school programs, student counseling, nutrition education, health and dental services, parental counseling, and adult education.

Implementation includes first-year partnership building and baseline data establishment, followed by three years of service continuation, progress monitoring, and reporting on academic, health, and nutritional outcomes.

Department of Education must submit final report to Legislature at program conclusion with information on successful practices, impact on student performance, and recommendation to continue or terminate the program.
