Prohibits overnight vessel anchoring (from one-half hour after sunset to one-half hour before sunrise) in designated areas of Middle River in Broward County, Sunset Lake in Miami-Dade County, and sections of Biscayne Bay between specific islands in Miami-Dade County

Allows exceptions for mechanical failures (up to 3 business days), dangerous weather conditions, and special events such as public music performances, fireworks displays, or local government waterfront activities (up to 3 days)

Exempts government vessels used for law enforcement, firefighting, military, or rescue purposes, as well as construction/dredging vessels, commercial fishing vessels, and recreational fishing vessels actively tending gear

Authorizes law enforcement to remove and impound vessels for up to 48 hours if an operator anchors in violation within 12 hours of receiving a citation or refuses to leave after being directed

Establishes civil penalties of up to $50 for first offense, $100 for second offense, and $250 for third or subsequent offenses, with impounded vessel operators required to pay all removal and storage fees before release
