Prohibits special districts from levying or collecting taxes or special assessments from other special districts created under chapters 189, 190, or 298, effective January 1, 2017 for applicable tax years.

Adds exemption provision to section 190.021 stating special districts may not levy or collect taxes or special assessments from other special districts, including those otherwise authorized under that section.

Creates new section 298.335 preventing water control districts from collecting taxes or special assessments from other special districts created under chapters 189, 190, or 298.

Exempts certain water control districts that conduct general elections without electing a board of supervisors from notice requirements when adopting or amending water control plans under section 298.301.

Takes effect July 1, 2016, with specified provisions applicable to tax years beginning January 1, 2017 or later.
