Authorizes the City of Lauderhill to create neighborhood improvement districts with borrowing power to issue bonds, certificates, warrants, notes, or other debt instruments for financing capital projects

Requires triple approval for bond issuance: resolution by the district governing board, resolution by the city commission, and approval by majority vote of registered district voters in a mail ballot referendum

Establishes referendum timeline: voter registration list compiled within 45 days of ordinance, electors notified within 45 days after that, registration remains open 75 days after notification, and ballots tabulated within 60 days of registration closing

Permits districts to pledge special assessment power for debt repayment, with bonds issuable in multiple series with flexible terms for interest rates, maturity dates, denominations, and redemption conditions

Limits loan terms to not exceed the life of the capital projects being financed
