• Establishes a Water and Wastewater Utilities Relocation Study Committee with 9 members to study coordination and funding of water, sewer, and public utility relocations resulting from road and bridge projects, with findings due to the Governor and Legislature by December 15, 2016.

• Transfers authority to review water management district rules from the Florida Land and Water Adjudicatory Commission to the Department of Environmental Protection, requiring the department to review rules within 30 days of adoption for consistency with the water resource implementation rule.

• Allows affected persons to request hearings before the department's secretary regarding water management district rule consistency, and permits appeals of department orders to the Land and Water Adjudicatory Commission.

• Amends sections 373.139, 373.217, 373.2295, and 373.4275 to update references and procedures related to water resource reviews and consolidated orders consistent with the transfer of review authority.

• Repeals section 373.245 regarding supplemental damages for consumptive use permit violations, effective retroactively to civil actions in which trial has not commenced.
