CS/HB 1079 Summary

• Defines "railroad transit station" and authorizes vendors at railroad stations to obtain licenses to sell all alcoholic beverages for on-premises consumption, with bottle size restrictions exempted for railroad stations.

• Establishes keg deposit requirements for alcoholic beverage distributors and provides an alternative inventory and reconciliation process for certain vendors.

• Allows charitable organizations to obtain temporary permits for up to 3 events per calendar year to sell alcoholic beverages for on-premises consumption only at events lasting no more than 3 days.

• Authorizes filling or refilling of growlers (32, 64, or 128-ounce containers) by licensed manufacturers, quota licensees, and certain package store vendors under specified conditions.

• Imposes excise tax on cigarettes and tobacco products sold on foreign passenger vessels engaged exclusively in foreign commerce and requires permittees to submit quarterly reports to the division; effective July 1, 2016.
