Requires annual utilization reviews of intermediate care facilities by qualified evaluators and establishes annual court hearings to assess whether involuntarily admitted individuals continue to meet involuntary placement criteria.

Revises comprehensive transitional education program requirements to emphasize self-determination and person-centered planning, requires clinical directors with behavior analysis credentials, and allows up to 2-year agency-approved admissions with clinical review for longer stays.
