• Prohibits unlicensed persons from using wreckers, tow trucks, or similar vehicles to transport motor vehicles, with law enforcement authorized to impound such vehicles at owner's expense.

• Requires persons advertising secondary metals recycling services to register with the Department of Revenue and include registration details in advertisements.

• Prohibits unregistered persons from using wreckers or tow trucks to transport ferrous or nonferrous metals, with similar impoundment authority for law enforcement.
